Ukraine Sets a World Record: Diia.AI Recognized as the First National AI Assistant for Government Services

The World Record Book has officially confirmed a world record in the categories “First-Time Achievement” and “Inventions” for the creation of Diia.AI, the world’s first national artificial intelligence–based digital assistant that provides government services to citizens of Ukraine.

The record was certified during the WINWIN Summit, held in Kyiv on November 4. Hanna Krysyuk, CEO of the World Record Book, presented certificates to the representatives of the teams behind the project:

• Mykhailo Fedorov, First Deputy Prime Minister and Minister of Digital Transformation of Ukraine;

• Victor Liakh, President of East Europe Foundation;

• Jacques Gerber, Delegate of the Swiss Federal Council for Ukraine;

• Charlotte Surrén, Deputy Head of Mission at the British Embassy in Kyiv.

“Today we recorded a world achievement that will forever remain part of the history of Ukraine and the world. Ukraine has become the first country to create a national assistant for government services — a unique digital tool that opens a new era of e-democracy. We have built a digital Ukraine — a state where permits, certificates, and documents can be obtained quickly, conveniently, and transparently. This has dismantled bureaucracy and made public services accessible to everyone. I congratulate the Ministry of Digital Transformation, East Europe Foundation, and all partners who believe in our digital state and support innovations that make Ukrainians’ lives easier,” emphasized Hanna Krysyuk.

The recognition of the record became an international confirmation of the uniqueness of the Ukrainian digital innovation — Diia.AI, launched in September 2025. It became the first example in the world of national-level artificial intelligence used to deliver government services.

Diia.AI demonstrates how technology can make interaction between citizens and the state fast, clear, and human-centered. Integrated with national registers, the AI assistant helps users receive information and services through a simple dialogue — directly in the Diia portal chat.

The project was implemented through cooperation between the state and international partners, supported by the “Digitalisation for Growth, Integrity and Transparency” (UK DIGIT) project, implemented by Eurasia Foundation and funded by UK Dev, as well as the Swiss-Ukrainian EGAP program implemented by East Europe Foundation.
